RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 21415 to add one Account Clerk Advanced Level position (JDTD) at salary level 3RX 1133 ($3182.22 – 4063.82); add one Systems Software Analyst II position (LWVA) at salary level ZB5 1884 ($6711.08 – 8157.36); add three Health Services Information Technology Supervisor positions (VCFB) at salary level ZA5 1884 ($6711.08 – 8993.49); cancel Health Services Information Systems Programmer/Analyst position numbers 12039, 12040, 12350, 12513; and cancel Information Systems Assistant II position number 8487 in the Health Services Department.  

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $108,377, including pension costs of $26,172, and will be funded by Federal funds (ARRA) and state Delivery System Reform Incentive Program funds.








BACKGROUND:

These new positions will be assigned to the Health Services Information Technology Division and are needed to support various information technology functions of the Department. The Health Services Information Technology Supervisor positions will be assigned to oversee staff who provide cclink (electronic medical records) support in the areas of access and revenue, inpatient group, and cclink training. The System Software Analyst position will be providing high level technical and data support to the IT Analytics and Reporting Group, and the Account Clerk position will be responsible for management of mobile devices (iPads, and cell phones) and bills on a department wide basis.The five positions being cancelled are vacant and are no longer needed. They are being used as cost offset.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Health Services Information Technology Division will not have the aprpopriate staffing to support department wide information systems.
