RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5044 authorizing new revenue in the amount of $5,000 in Sheriff's Contract Services (0277) and appropriating it for the purchase of a laptop computer for use in the patrol vehicle of the Sheriff's Office Diablo Police Contract (2531).

FISCAL IMPACT:

This action increases revenue and appropriations by $5,000, with no change in net county costs.

BACKGROUND:

The community of Diablo was built around a clubhouse founded back in 1914 that originally supported a large recreation facility for the affluent of San Francisco. The Diablo community is situated within a 1.35 square mile area North-East of the Town of Danville. There are approximately 315 households on the original 440 plots. The population of Diablo is approximately 1,000, Today Diablo is an ungated private community and revered as one of the most desirable areas to live in Contra Costa County.

Diablo first contracted police services from Contra Costa County, Office of the Sheriff, in the mid 1990's. Diablo is staffed with a full-time deputy and a part time deputy with 30 hours of weekly overtime. Diablo has elected to purchase its own resources rather than use the county's materials. This includes their unique patrol vehicle, their own shotgun, rifle and other tactical gear, as well as all electronics including radios, scanners, radar and computers. The maintenance for this equipment is performed by individual service providers. These providers are paid by the Diablo Community Service District.  
  
The laptop that is being requested for purchase meets the Office of the Sheriff Technical Services Division's requirements for compatibility with CAD/RMS information systems. The current Diablo vehicle laptop became inoperable, and the Diablo Community Service District agreed to pay for a new laptop and will be charged for it.

CONSEQUENCE OF NEGATIVE ACTION:

New revenue and expenditure appropriations will not be recognized for the equipment purchase.
