RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a non-financial agreement with California State University, San Bernadino, for student internship program and use of the Community Services Bureau Head Start Childcare facilities, including modified indemnification language, for the period of September 1, 2013 through August 31, 2016.

BACKGROUND:

California State University, San Bernadino (CSUSB) students will access Employment and Human Services, Community Services Bureau (CSB) Head Start facilities for internship placement. CSUSB participants will be placed in CSB offices and /or childcare facilities to gain internship experience in dietetics. CSUSB will coordinate and consult with CSB director, or designee, regarding all use of the facilities by the staff and program participants. CSUSB will provide oversight, monitoring, instruction and academic credits for the program participants.

The Board previously approved this Memorandum of Understanding on September 24, 2013 (C.55). Contractor declined to execute agreement until mutual indeminification language include in the MOU. Upon further consideration, both parties agree to mutual indemnification; thus, this board order is to approve the MOU with mutual indemnification.

CONSEQUENCE OF NEGATIVE ACTION:

California State University, San Bernadino student interns could not use the Community Services Bureau Head Start Childcare program and facilities for internships.

The Community Services Bureau of the Employment & Human Services Department supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
