RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a contract with First Baptist Church of Pittsburg, California in an amount not to exceed $1,919,766 for Head Start Delegate Agency childcare services for the term January 1, 2014 through December 31, 2014.

Program is federally funded by U.S. Department of Health and Human Services, Administration for Children and Families (ACF).

County will fund $1,919,766 from the ACF allocation; Contractor is responsible for the local, non-cash, in-kind match of $479,941.

BACKGROUND:

On June 5, 2012, the Board approved and authorized the submission of the 2013 Head Start Re-competition grant application to the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) to continue the provision of Head Start services in Contra Costa County. The grant included the plan submitted by the County's Head Start Delegate Agency, First Baptist Church of Pittsburg, California. ACF awarded the County a five year operating grant which was approved by the Board of Supervisors on September 11, 2012. First Baptist Church, Pittsburg is the County's Head Start Delegate Agency. This board order approves the funding for the delegate agency for the 2014 program year.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, contract will not be executed.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
