RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard Amendment Agreement #29-533-1 (State #11-73008-000, 11-88354, A01) with the Department of Health Care Services (formerly California Department of Mental Health and Health Care Services), effective December 30, 2012, to extend the term of the agreement from December 30, 2012 to April 30, 2013.

FISCAL IMPACT:

Approval of this contract amendment will result in no change to the total amount of $83,824,316 from the Department of Health Care Services for the provision of Managed Mental Health Care Project. No County match required.

BACKGROUND:

On July 24, 2012, the Board of supervisors approved Standard Agreement #29-533 with the California Department of Mental Health and Health Care Services (now known as Department of Health Care Services), for the provisions of Managed Mental Health Care for Medi-Cal Eligible resident through December 31, 2012, which included agreeing to indemnify and hold the State harmless for claims arising out of the County’s performance under the Agreement.  
  
The goal of the managed care project is to provide covered mental health services, including medication support, day treatment intensive, day rehabilitation, crisis intervention, crisis stabilization, adult residential treatment, crisis residential, psychiatric health facility and targeted case management services. Covered mental health services include psychiatric inpatient and periodic screening, diagnosis and treatment supplemental specialty mental health services.   
  
Approval of this Amendment Agreement will allow the County to continue to receive funds to support the Managed Mental health Care Project through April 30, 2013, to ensure continuity of specialty mental health services.   

CONSEQUENCE OF NEGATIVE ACTION:

If this Amendment Agreement is not approved, the County will not be able to continue providing managed mental health care services to Medi-Cal eligible residents of Contra Costa County.
