RECOMMENDATION(S):

Rescind and cancel the Board Order which was approved by the Board of Supervisors on January 15, 2013, Agenda Item (C.48), and Approve and Authorize the Health Services Director to execute Contract 27-791-2 with Verisk Health, Inc., a corporation, which includes a modification to the County’s Indemnification and Standard General Conditions language, with a Payment Limit of $195,000 for consultation and technical assistance with regard to data analysis services for Healthcare Effectiveness Data and Information Set (HEDIS) projects and annual reports, for the period from November 1, 2012 through October 31, 2015.  

FISCAL IMPACT:

This Contract is funded 100% CCHP Member Premiums. This renewal contract included a rate increase.  





BACKGROUND:

The Contra Costa Health Plan (Health Plan) is required by contractual obligations and State requirements to provide annual Healthcare Effectiveness Data and Information Set (HEDIS) data analysis and reports.  
  
On January 15, 2013 the Board of Supervisors approved Contract 27-791-2 with Verisk Health, Inc. to provide consultation and technical assistance with regard to data analysis service for HEDIS projects and annual reports for the period from November 1, 2012 through October 31, 2015.   
  
The Department and the Contractor subsequently agreed to modifications to the County’s Standard General Conditions language. These changes will limit the Contractor’s liability to County, including its indemnity liability.  
  
The purpose of this board order is to reflect the intent of the Department in which to include a modification to the County’s Indemnification and Standard General Conditions language allowing the Contractor to continue providing consultation and technical assistance with regard to data analysis services for Healthcare Effectiveness Data and Information Set (HEDIS) projects and annual reports, through October 31, 2015.  

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, Contractor will not continue providing HEDIS analysis and reporting services, and the Health Plan will not be able to meet its contractual and State requirements.
