RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #24–385–37 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed $442,830, to provide mental health outreach services for the homeless mentally ill for the period from January 1, 2013 through June 30, 2013.

FISCAL IMPACT:

This Contract is funded 46% by County Realignment, 38% by Substance Abuse/Mental Health Services Act (SAMHSA), and 16% by a Project for Assistance in Transition from Homelessness (PATH) Grant. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing ongoing operational funding for mental health homeless outreach facilities in West, Central, and East County.

On December 13, 2011, the Board of Supervisors approved Novation Contract #24–385–36 with Anka Behavioral Health, Incorporated, for the period from July 1, 2011 through June 30, 2012, which included a six-month automatic extension   
through December 31, 2012, for the provision of mental health outreach services for the homeless mentally ill.  
  
Approval of Contract #24–385–37 will allow the Contractor to continue providing services through June 30, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s homeless mentally-ill adults will experience reduced access to core survival and support services at multi-service centers throughout Contra Costa County, or at the 20-bed homeless shelter for the mentally ill in Central County.
