RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to sign Agreement #C1239306 with the California Department of Parks and Recreation, in an amount not to exceed $12,000, to reimburse the County to control invasive, non-native plant species at Mt. Diablo State Park and the Marsh Creek State Historic Park. The agreement will be in effect through July 1, 2015.

FISCAL IMPACT:

There is no fiscal impact on the County or the Department. This agreement reimburses the department of expenditures incurred in an amount not to exceed $12,000.

BACKGROUND:

The invasive weed species that are to be controlled threaten the native environment of the parks as well as rare and endangered plant species that are present on park property. Targeted species also have the potential of negative impact to public and equestrian use of the parks by forming barriers to hikers and trail riders. All work will be performed consistent with all relevant laws and policies pertaining to environmental protection and the use of herbicides. The department will submit and maintain all records regarding application of herbicides, and will provide copies of those records to California State Parks.

CONSEQUENCE OF NEGATIVE ACTION:

Loss of revenue and the possibility of invasive plant species impeding use of the parks in Contra Costa County.
