RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21242 to add one (1) Executive Secretary-Exempt (J3T5) (unrepresented) position at salary level B85 1445 ($4345.29 - $4790.68) and cancel one (1) Secretary Advanced (J3TG) (represented) vacant position #14875 at salary level 3R2 1163 ($3386.08 - $4334.47) in the Employment and Human Services Department.

FISCAL IMPACT:

Upon approval the Executive Secretary-Exempt position will increase the department's NCC by $311. Cost will be offset by the cancellation of (1) Advanced Level Secretary position. This position will be funded 45% Federal revenue, 45% State revenue, and 10% NCC.  
  

The Annual Pension cost will be $3,341



BACKGROUND:

The Department has determined that an Executive Secretary-Exempt position is most appropriate for the Office of the EHS Department Director. The previous position was cancelled at the time of budget cuts in 2009. The Director has an extensive appointment schedule, new and ongoing social service programs and projects that requires the support of a dedicated Executive Secretary-Exempt position. The position will have extensive contacts with the public and the Board of Supervisors on matters that are sensitive and confidential. We request to add one Executive Secretary-Exempt position and cancel on Advanced Level Secretary position 14875.

CONSEQUENCE OF NEGATIVE ACTION:

If the Executive Secretary Exempt position is not added the Department Director will have insufficient adminsitrative support and will be seriously hindered in performing her duties. This may have a detrimental impact on the operations of her office and the Department.
