RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #24-751-80 with Anka Behavioral Health Services, Incorporated, a non-profit corporation, in an amount not to exceed $1,540,214, to provide implementation of the Community Services and Supports program and residential mental health services including, but not limited to: vocational, community living, socialization, and medi-cal rehabilitative programs for the period from January 1, 2013 through June 30, 2013.

FISCAL IMPACT:

This Contract is funded 59% by Mental Health Realignment, 18% Mental Health Services Act (MHSA), 13% Medi-Cal, 7% Federal Financial Participation and 3% Substance Abuse and Mental Health Services Administration Grant. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing a continuum of services to residents transitioning from crisis residential care to transitional residential care and keeps these clients out of higher levels of care, including State Hospitals. Contractor will also be a partner in implementing County’s Community Services and Supports Program.  
  
On December 13, 2011, the Board of Supervisors approved Contract #24-751-79 with Anka Behavioral Health, Incorporated, for the period from July 1, 2011 through June 30, 2012, for the provision of continuum of care services to mentally ill adults.  
  
On June 26, 2012, the Board of Supervisors approved Contract 74-299-7 with Anka Behavioral Health, Incorporated, for the period from July 1, 2011 through June 30, 2012, for implementation of MHSA Community Services and Supports Program.  
  
Both of these Contracts included a six-month automatic extension through December 31, 2012.  
  
Approval of Contract #27-751-80 combines similar adult mental health services and allows Contractor to continue providing services through June 30, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, clients will have reduced access to mental health services they require.
