RECOMMENDATION(S):

REVIEW applications for the position of County Clerk-Recorder; SELECT applicants to receive an interview; SET date and times for interviews; and CONSIDER next steps.   

FISCAL IMPACT:

None.  

BACKGROUND:

The current County Clerk-Recorder, Stephen Weir, has announced that he will be retiring in late March, 2013 his term of office ends January 5, 2015. Steve Weir has served as the County's Clerk-Recorder since being appointed by the Board in 1989 to complete the term of the previous Clerk-Recorder upon his demise. The minimum qualification for the Clerk-Recorder position is to be a citizen, registered to vote, and a resident of the County. In 1989, the Board of Supervisors process included having the Board of supervisors determine which candidates to interview at a public meeting.  



BACKGROUND: (CONT'D)
      
    On December 11, 2012 the County Administrator made a recommendation that the Board of Supervisors adopt the following process:   
      
    Using a County-only recruitment, the Board of Supervisors would review all applications in public and identify those applicants whom a majority of the Board wished to interview at a subsequent date. This would make the entire process public.

    Deadline for Applications January 25, 2013
    Processing of Applications thru February 8, 2013
    Board begins Interview of Applicants February 19, 2013
    Appointment of Clerk-Recorder April 1, 2013
      
      
    FOLLOWING IS THE SCHEDULE AS AMENDED AND ACCEPTED BY THE BOARD OF SUPERVISORS ON DECEMBER 11, 2012:

    CONSEQUENCE OF NEGATIVE ACTION:

    Delay in establishment of a process for appointment of a County Clerk-Recorder.  

    CHILDREN'S IMPACT STATEMENT:

    None.  

    CLERK'S ADDENDUM

    County Administrator, David Twa, informed the Board that 5 of the applicants were not residents of Contra Costa County at the time of application. 

    The Board REVIEWED  applications for the position of County Clerk-Recorder:

    The Board chose not to consider applications received late or from non-residents. Supervisor Mitchoff nominated Joseph Canciamilla and Jack Edward Weir; Supervisor Gioia seconded the nomination. The nominations were approved by unanimous vote of Board members present.
     
    Supervisor Andersen nominated Lance Feldman; the motion failed for lack of a second.

    SET February 12, 2013 at 3:00 p.m for interviews; DIRECTED staff to arrange the interviews; and AUTHORIZED the performance of background checks on the candidates.
