RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute a purchase order amendment with Icon Enterprises Inc.,(dba CivicPlus), on behalf of the Director of Communications and Media, to increase the payment limit by $50,000 to a new payment limit of $369,050 and to extend the term from March 14, 2013 to December 31, 2013 for website content management software, website design services, website hosting, software maintenance and training.

FISCAL IMPACT:

Costs incurred under the blanket purchase order will be billed directly to departments using the services.

BACKGROUND:

Contra Costa County is in the process of updating the County website’s organizational structure and look and feel. The County is working with current vendor CivicPlus to perform the services. It is anticipated that the new site will be launched in July of 2013. Because our current purchase order covers services through March 14, 2013, it is necessary to extend the term to include the publication of the updated site, training and analysis of the impact of the redesigned website.

Contra Costa County has retained the services of CivicPlus since December 1, 2007. County policy states that multi-year contracts may not be extended beyond 3-6 years without first conducting outreach and giving due consideration to all interested service providers. It is the intention of the Director of Communication and Media to begin the Request for Proposals (RFP) process in the Fall of 2013.  
  
In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for purchases over $100,000.  

CONSEQUENCE OF NEGATIVE ACTION:

The County will not be able to continue with the website redesign and will not have support from CivicPlus during the RFP process.
