RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. to 21234 two Account Clerk Advanced level positions (JDTD) at salary level 3RX 1133 ($3182.22 - 4063.82); cancel Health Education Specialist position # 11992; and cancel Clerk -Senior Level position # 8536 in the Health Services Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $4,834, including pension costs or $1,167, and will be covered by Medi-Cal Revenue.













BACKGROUND:

These new positions will be assigned to the Behavior Health Divison and are needed to handle the purchasing needs of this new, larger division. Through the Behavioral Health Services integration process, an administrative purchasing design team was formed and charged with creating an integrated and efficient way to handle the divisions purchasing needs. The recommendation of the design team was to join with the unit already in place in Public Health. We are requesting two Account Clerks-Advanced Level to support the existing team and take on the additional Behavioral Health purchasing needs. The current unit consists of two Advanced Level Account Clerks and it appears that Behavioral Health's needs will double the already existing workload. The duties of these new positions will be as follows: Processing warrant requests, including the highly time sensitive Flex Fund requests; Processing and filling requisitions; establishing and maintaining purchase orders; Managing Division procurement cards; Monitoring and tracking all Division purchases; maintain Purchasing database to allow for quarterly reports of Division expenditures; Processing invoices for payment; and Facilitating travel requests.   
  
The two vacant positions are no longer needed and are being cancelled as cost offset.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Department will be unable to efficiently and effectively integrate the purchasing services for the Behavioral Health Division.
