RECOMMENDATION(S):

INTRODUCE Ordinance No. 2013-03 amending Section 33-5.410 the County Ordinance Code to exempt from the merit system the deep class classification of Deputy County Counsel - Exempt, waive reading and fix February 12, 2013, for adoption.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

The purpose of this action is to introduce Ordinance No. 2013-03, authorizing the amending of the County Ordinance Code to exempt from the merit system the deep class classifications of Deputy County Counsel - Exempt.

CHILDREN'S IMPACT STATEMENT:

No impact.

CONSEQUENCE OF NEGATIVE ACTION:

The current recruitment and hiring processes do not allow the Office of the County Counsel to target and recruit attorneys with specialized training and/or experience in those areas of civil law that are practiced in the Office of the County Counsel. If the introduction of the Ordinance is not approved to allow the amendment of the County Ordinance Code to exempt this class from the merit system and allow this office to hire, when needed, those specialized attorneys without significant delay, it will be to the detriment of County clients.
