RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #23-403-4 with Robert Half International, Inc., a corporation, in an amount not to exceed $1,000,000, to provide temporary help services for specialized consulting and computer programming support Department’s Health Services Information Technology Division, for the period from January 1, 2013 through December 31, 2013.

FISCAL IMPACT:

This Contract is funded 100% by the Medicare & Medicaid Electronic Health Records (EHR) Incentive Program of the American Recovery & Reinvestment Act (ARRA). (No rate increase)

BACKGROUND:

Due to the highly specialized experience needed, the Health Services Department is in need of staffing assistance to fill numerous vacant Information Technology positions in support of the Epic EHR implementation. The Department has been unsuccessful at recruiting qualified help to cover vacant positions for the specialized consulting and computer programming support needed in the Department’s Health Services Information Technology.

On August 2, 2011, the Board of Supervisors approved Contract #23-403-1 (as amended by Amendment Extension #23-403-2 and Amendment Agreement #23-403-3) with Robert Half International, Inc., to provide temporary help services for specialized consulting and computer programming support to the Department’s Health Services Information Technology Division, for the period July 1, 2011 through December 31, 2012.

Approval of Contract #23-403-4, will allow Contractor to continue to provide services, through December 31, 2013. General Conditions paragraphs 3. Records; 5. Termination and Cancellation; 9. Dispute; 14. Independent Contractor Status; 15. Conflicts of Interest; 16 Confidentiality; 18. Indemnifications; and 19 Insurance, along with other additional language have been modified in the Special Conditions from County’s Standard format.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the Department will not be able to receive continued support regarding the EHR project.
