RECOMMENDATION(S):

ADOPT Resolution No. 2012/27 to adjust the salary step of the incumbent in the classification of Patient Financial Services - Exempt (VAD1) from step two to step four of salary range B85 2091 ($8237.67 - $10,012.94) effective September 13, 2011.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $15,640, including pension costs of $3777, and will be funded by the Federal Delivery System Reform Incentive Program.

BACKGROUND:

The incumbent was recently promoted to the classification of Director of Patient Financial Services - Exempt (VAD1). Prior to her promotion, she was receiving two outstanding performance pay steps in the classification of Director of Patient Accounting (VADC). Per the Salary Regulations, Section 4:4.1 Salary On Promotion, an employee is entitled to at least a 5% salary increase on promotion, however, only the merit steps are taken into consideration when calculating step placement - performance pay is not. As a result, the incumbent was placed at step 2 of the Director of Patient Financial Services - Exempt salary range which resulted in a 5% pay reduction.  
  
Based on the qualifications of the incumbent, she should be placed at the 4th step of the salary range retroactive to the original appointment date of September 13, 2011. The mechanism to accomplish the 4th step appointment is this resolution.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Department will be unable to compensate the incumbent appropriately and she will be subject to a 10% salary reduction from what is considered to be a promotional appointment.
