RECOMMENDATION(S):

1. ACCEPT interim report on the status of funds accumulated during Contra Costa Future Fund (CCFF) program; and


2. APPROVE and AUTHORIZE the allocation of $67,500 from CCFF to be used by District IV to fund one 0.60 FTE for the period of July 1, 2012 through June 30, 2013; and

3. CONFIRM the proposed scope and timeline for the Monument Community Grant Program Request for Proposals/Application for the period April 9, 2012 through June 30, 2013; and

4. APPROVE and AUTHORIZE the Department of Conservation and Development (DCD) to issue the Request for Proposals to allocate up to $300,000 in excess Transient Occupancy Tax funds from the Renaissance Club Sport Hotel to nonprofit organizations serving the Monument community, including allocating $15,000 to DCD to administer the contracts; and

5. ACKNOWLEDGE the return of the balance of the Contra Costa Future Fund (approximately $514,000) to General Fund balance at year end 2011-12.

FISCAL IMPACT:

General purpose funds generated from the transient occupancy tax (TOT) from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area, reserved for the Contra Costa Future Fund.

BACKGROUND:

The Contra Costa Future Fund (CCFF) was created in 2003 when the Board of Supervisors earmarked the transient occupancy tax (TOT) from the Renaissance/Club Sport Hotel in unincorporated Contra Costa Centre. The funds were dedicated to funding early intervention and prevention programs that reduce the high cost of crisis/safety net services in the Monument Community. The mission of the CCFuture Fund was to invest in programs and services that are results-based, family oriented, collaborative, and available at critical points in the lives of children and families, thereby improving family functioning and reducing the high costs of dependency.

Over the next several years, CCFF funded three separate cohorts of nonprofit agencies providing a variety of services to residents primarily living in the Monument Community of Concord. The third cohort is currently funded through June 30, 2012 and is focused on family economic success.

On October 25, 2011, the Board of Supervisors voted that all future TOT revenue beginning with FY 2012/13, including revenues from the Renaissance Club Sport Hotel, be deposited directly into General Purpose revenue and that any future allocations be discussed during the annual budget process.

Excess funds in the approximate amount of $814,000 have accumulated over the three funding cohorts. This accumulation occurred due to 1) additional TOT revenues earned that weren’t anticipated, and 2) not all funds allocated to cohort programs were spent.

It is proposed to utilize $300,000 of the approximately $814,000 to fund the Monument Community Grant Program, thus returning $514,000 to the general fund at year end FY 2011/12.

Proposed FY 2012/13 Monument Community Grant Program: This Request for Proposal (RFP) is to solicit applications from nonprofit organizations that provide services to families living in the Monument Community area of the city of Concord. The project areas to be funded are child care and development, healthcare and wellness, and job training. Examples of program areas for consideration might be those that provide job training and culturally specific programs related to child care, medical care sectors, and community health programs such as the prevention and eradication of bed bugs.

It is proposed that up to $300,000 in existing TOT funds be allocated to projects with a maximum grant size of $95,000. In addition, $15,000 will be allocated to DCD to administer the grants through June 30, 2013.
