RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard Agreement #29 203-90 (State #11-10447) with the California Department of Public Health to pay County an amount not to exceed $14,916,000, for the continuation of the Supplemental Food Program for Women, Infants and Children (WIC), for the period from October 1, 2011 through September 30, 2014

FISCAL IMPACT:

Approval of this agreement will result in an amount not to exceed $14,916,000 from the California Department of Public Health for the Supplemental Food Program for Women, Infants and Children (WIC) through September 30, 2014. (No County match required)

BACKGROUND:

For over twenty years the County has participated in the WIC Program with the State. This is a mandated program under the Community Health Services Division of the State Department of Health Services. WIC is a nutrition education, counseling and food supplement program for low-income, pregnant, postpartum and breast-feeding women, infants and children with nutritional risk. This program serves approximately 22,000 clients in Contra Costa County.

On January 20, 2009, the Board of Supervisors approved Standard Agreement #29-203-87 (as amended by Grant Amendment #29-203-88 and #29-203-89) with the State Department of Health Services, for the Supplemental Food Program, for the period from October 1, 2008 through September 30, 2011.

Approval of Standard Agreement #29 203-90 continues State funding for the WIC Supplemental Food Program through September 30, 2014, including agreeing to indemnify and hold the State harmless for claims arising out of the County’s performance under this agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not receive funding to support the continuation of the WIC Supplemental Food Program.
