RECOMMENDATION(S):

AUTHORIZE the Public Works Director, or designee, to execute a contract with Francisco & Associates, Inc. effective March 1, 2012 to February 28, 2014, in an amount not to exceed $200,000, to provide professional assessment engineering services to the Public Works Department. (Various Funds) (All Districts) Project No.: Various

FISCAL IMPACT:

Services are paid by the Countywide Lighting and Landscape District (LL-2), County Service Areas (CSA), Countywide Streetlight Program (L-100), County Facility Districts (CFD), Sanitation District, and Water District and other individual areas benefiting from the services provided.

BACKGROUND:

An Agreement is needed to provide the Public Works Department staff with on-call professional assessment engineering services for the fiscal year 2012/2013 to fiscal year 2013/2014. Francisco & Associates, Inc., a Small Business Enterprise, was selected to provide these services after completing a County Outreach and interview process in 2011. The Consultant will assist staff by providing professional assessment engineering services for the LL-2, CSAs, L-100, CFDs, Sanitation District and Water District.


CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this Consulting Services Agreement will not be executed. A delay in assessment engineering within Special Districts’ areas would occur, ultimately delaying funding and public services Countywide.
