RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District (District) to apply accept a FY 2011 Staffing and Adequate Fire and Emergency Response (SAFER) grant.  

FISCAL IMPACT:

Funding for eighteen (18) fire suppression positions; 100% Federal; no District match required. If awarded, the grant is for a period of two (2) years from the effective date of the award.

CONSEQUENCE OF NEGATIVE ACTION:

The District will lose the opportunity to apply for a FY 2011 SAFER grant.





BACKGROUND:

The Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate implements and administers the Staffing for Adequate Fire and Emergency Response (SAFER) Grants. SAFER grants provide financial assistance to help fire departments increase frontline firefighters, rehire firefighters that have been laid off, retain firefighters facing imminent layoffs, or fill positions that were vacated through attrition. The goal of the SAFER Grants is to assist local fire departments with staffing and deployment capabilities in order to respond to emergencies, assuring communities have adequate protection from fire and fire-related hazards.  
  
If authorized to do so, the District will apply for funding for 18 firefighter positions. This is the equivalent of two full time fire companies. If awarded, the grant will cover the full salary and associated benefit costs of the positions. There are no salary limits and there is no prescribed cost sharing.  
  
While grantees do not have to commit to retaining the SAFER-funded positions beyond the two year period of performance, no firefighter layoffs are permitted -- of either SAFER-funded or non-SAFER firefighters -- during the grant's period of performance. Additionally, attrited fire suppression positions must be backfilled as soon as possible during the period of performance.
