RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 21052 to increase the hours of one (1) permanent part-time Registered Nurse- Experienced Level (VWXD) position (#8260) at salary level L3H 0400 ($7,091.26 - $7,903.79) from 1/40 to 20/40 and add one (1) Licensed Vocational Nurse (VT7G) position at salary level QBX 1287 ($3,811.20 - $4,867.06) in the Health Services Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $181,834, including pension costs of $37,569, and will be funded by Contra Costa Health Plan member premiums.

BACKGROUND:

The Health Services Department is requesting to add one (1) Licensed Vocational Nurse (LVN) position and increase the hours of one (1) Registered Nurse- Experienced Level (RN) position (#8260) to provide services in the Contra Costa Health Plan (CCHP) Authorization and Utilization Management unit. Due to the additional Medi-Cal managed care responsibilities CCHP will assume, these positions are needed to provide continuity of care and process referrals and authorizations for the increasing number of Seniors and Persons with Disabilities patients.  



BACKGROUND: (CONT'D)
In addition, the LVN position will be responsible for reviews of hospice and Skilled Nursing Facilities patients, and the RN position will be responsible for processing referrals and authorizations for Contra Costa Regional Medical Center patients requiring specialty services from Community Providers.  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this action will prevent the Contra Costa Health Plan from providing skilled nursing and long term care services to patients as required by Medi-Cal managed care responsibilities.
