RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood Control and Water Conservation District (FC District), or designee, to execute the Agreement to Perform Tariff Schedule Related Work with Pacific Gas & Electric Company (PG&E) to reimburse PG&E $35,000 for the undergrounding of an existing overhead electrical facility on the Upper Sand Creek Basin, including indemnification of PG&E, Antioch area.

FISCAL IMPACT:

The estimated cost to relocate the PG&E line is $35,000. All costs associated with this work have been previously budgeted and will be paid by Drainage Area 130.

BACKGROUND:

The FC District is planning to construct Upper Sand Creek Basin in the Antioch area. PG&E’s existing overhead transmission line runs through the proposed basin footprint. In order to construct the basin, the PG&E transmission line will need to be relocated and placed underground on the FC District’s right of way. As PG&E has prior easement rights on the property, the FC District must reimburse PG&E for the relocation costs. Electrical conduit will be installed by the FC District’s contractor. PG&E will prepare the plans for this work and install the electrical conductor.

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, the implementation of the project may be substantially delayed, as the basin cannot be constructed as currently planned without relocating the PG&E transmission line.

CHILDREN'S IMPACT STATEMENT:

Not applicable.
