RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #23–453-2, with Planned Parenthood, a non-profit corporation, effective August 1, 2011, to amend Contract #23-453 (as amended by Contract Extension Agreement #23-453-1), to decrease the total Contract payment limit by $151,400, from $300,000 to a new total of $148,600, with no change in the original term of May 1, 2009 through April 30, 2012.

FISCAL IMPACT:

Approval of this amendment will reflect a decrease in the total payment limit by $151,400 in funding to support two other County Basic Health Care programs. This Contract is funded in the Hospital Enterprise Fund. (No Rate Change)









BACKGROUND:

On April 21, 2009, the Board of Supervisors approved modifications to the County’s Basic Health Care (BHC) program. The Board also approved $1.5 million in County reserve funds to be used for contracts with the community clinics including Brookside Community Health Center, La Clinica de La Raza, and Planned Parenthood. This will allow the community clinics to provide primary medical care services to residents affected by the change in the County’s BHC Program.   
  
On May 5, 2009, the Board of Supervisors approved Contract #23-453 (as amended by Contract Extension Agreement #23-453-1), with Planned Parenthood, to provide primary medical care services to low income uninsured residents of Contra Costa County, for the period from May 1, 2009 through April 30, 2012. The General Conditions were modified from the standard County format.  
  
Due to an increase in undocumented patients at Brookside Community Health Center, and La Clinica de La Raza, utilization of services exceeded the expectations of the Department. Approval of Contract Amendment Agreement #23-453-2 will reflect a decrease in the payment limit as agreed upon by the parties, allowing Contractor to continue to provide services through April 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, patients requiring these medical services at Brookside Community Health Center and La Clinica de la Raza will have longer wait times and possibly go untreated.
