RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #23-312-7 with La Clinica de La Raza, Inc., a non-profit corporation, effective December 1, 2011, to amend Contract #23-312-5 (as amended by Extension Agreement #23-312-6), to increase the payment limit by $101,400, from $900,000 to a new payment limit of $1,001,400, with no change in the original term of May 1, 2009 through April 30, 2012.

FISCAL IMPACT:

This amendment is funded 100% in the Hospital Enterprise Fund. (No rate increase)

BACKGROUND:

On April 21, 2009, the Board of Supervisors approved modifications to the County’s Basic Health Care (BHC) program. This Contract will allow the community clinics to provide primary medical care services to residents affected by the change in the County’s BHC Program.

On May 5, 2009, the Board of Supervisors approved Contract #23–312–5 (as amended by Extension Agreement #23-312-6), with La Clinica de La Raza, Inc., to provide primary medical care services to low income uninsured residents of Contra Costa County, for the period from May 1, 2009 through April 30, 2012. The General Conditions were modified from the standard County format.   
  
Approval of Contract Amendment Agreement #23-312-7, will allow the Contractor to provide additional primary medical care services to low-income, uninsured residents of Contra Costa County, through April 30, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, patients will experience longer wait times and potentially go untreated, due to reduced access to the medical services provided at Contractor’s clinic.
