RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to execute a contract with Henkels & McCoy, Inc., in an amount not to exceed $121,500 for Workforce Investment Act (WIA) Career Technical Education Services for the period October 5, 2011 to March 31, 2013.  
  

FISCAL IMPACT:

121,500; No County Costs: 100% Federal Workforce Investment Act Funds; Career Technical Education Grant

CONSEQUENCE OF NEGATIVE ACTION:

Individuals 18 years old and young adults from 19 to 24 years old will not receive career training services.



BACKGROUND:

This contract was awarded through receipt of grant funding in partnership with the Richmond Workforce Investment Board. The grant, Career Technical Education, will service in-school age youth up to 18 years old and young adults from 19 to 24 years old who meet the basic Workforce Investment Act (WIA) eligibility requirements: at or below 70% of the locally adjusted Federal Poverty rate and have significant barriers to employment, including significant contact with the justice system, current or former foster youth, homeless or disabled, lack of training, education or experience.

CHILDREN'S IMPACT STATEMENT:

The contract supports all five of the community outcomes established in the Children’s Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities that are safe and Provide a High Quality of Life for Children and Families by training and providing employment opportunities for youth.
