RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–220–11 with Seneca Family of Agencies, a non-profit corporation, in an amount not to exceed $2,962,804, to provide school and community based mental health services for seriously emotionally disturbed students in the Mt. Diablo Unified School District for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $1,481,402.

FISCAL IMPACT:

This Contract is funded 20% by Federal FFP Medi-Cal, 20% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), and 60% by the Mount Diablo Unified School District. (No rate increase)

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s SED clients within the MDUSD may not receive the treatment services required under the Federal IDEA Act, and may require treatment at higher levels of service.



BACKGROUND:

This Contract meets the social needs of County’s population by providing school and community based mental health services, including assessments; individual, group and family therapy; medication support; case management; outreach; and crisis intervention services for Seriously Emotionally Disturbed (SED) high school aged children and their families.  
On June 28, 2011, the Board of Supervisors approved Contract #74–220–9 (as amended by Contract #74-220-10) with Seneca Residential and Day Treatment Center for Children (now known as Seneca Family of Agencies), for the period from January 1, 2011 through June 30, 2011, for the provision of school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District (MDUSD) and their families.  
Approval of Contract #74–220–11 will allow Contractor to continue providing services through June 30, 2012.  

CHILDREN'S IMPACT STATEMENT:

This school-based collaborative program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
