RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Office of the Sheriff’s Forensic Services Crime Laboratory and the Regional Access Network (RAN) Board, a purchase order with Cogent Systems, Inc., in the amount of $341,720 for 250 Bluecheck II devices. (100% Cal-ID RAN funding)

FISCAL IMPACT:

No fiscal impact to the County General Fund. All Cal-ID purchases are funded by the Regional Access Network Board. Cost is $341,720.












BACKGROUND:

This purchase order is for 250 Bluecheck II devices plus the license for each device. The Bluecheck II is a small electronic device that can capture a fingerprint and wirelessly transfer it to the Automated Fingerprint Information System (AFIS) and return a hit or no hit including a mug shot to the Officer in the street. The Regional Access Network Board (RAN) agreed to purchase 300 devices total. The breakdown is going to be 250 Bluechecks, 45 Ident III's and 5 fusion devices. The latter two are specialized for labs or motorcycle units. This particular request is strictly for the 250 Bluecheck II's that will be deployed countywide for Sheriff and City Police Officers with Mobile Data computer already in their cars.  
  
Part of the selection process required a 90 day field trip with 25 devices at the responding vendors expense. Only 3 vendors met the requirements of the Sheriff's Office and the Cogent devise was the most user friendly and stable, which will integrate with our existing system.
