RECOMMENDATION(S):

SUPPORT the Government Performance and Accountability Act: Making California Governments Accountable, Transparent and Performance-Based, as recommended by Supervisors Mitchoff and Gioia.

FISCAL IMPACT:

No direct impact to the County from supporting the initiative. However, a successful initiative will shift decision making back to local government by putting decisions about local programs and local revenues in the hands of local leaders, and this will benefit the County.

BACKGROUND:

California government’s dysfunction is a cold, hard reality for the state’s local elected leaders. Because of the State’s inability to create a workable budget, California local governments have borne the brunt of billions in cuts over the last few years. Redevelopment as we have known it is ending. Contra Costa County is struggling to keep deputy sheriffs on the streets. Our schools are trying to educate the next generation of students with a budget that is $20 billion smaller than it was a few years ago.

On January 17, 2012, our Board voted to support Governor Brown’s Temporary Tax to Fund Education and Guarantee Local Safety Funding. The Government Performance and Accountability Act initiative does not compete with Governor Brown’s initiative and actually complements the goals of keeping decision making and funding local.

CONSEQUENCE OF NEGATIVE ACTION:

There would be no record of the County's support for the ballot initiative.
