RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #25-045-15 with Rubicon Programs Incorporated, a non-profit corporation, effective October 1, 2011, to amend Contract #25-045-14, to increase the payment limit by $51,548, from $117,580 to a new payment limit of $169,128, with no change in the original term of July 1, 2011 through June 30, 2012.

FISCAL IMPACT:

This Contract Amendment is funded 100% federally funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Department of Housing and Urban Development (HUD). (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing vocational rehabilitation, money management, and other homeless support services to County residents that are homeless and have a diagnosis of mental illness or a dual-diagnosis of mental illness and substance abuse.

On June 21, 2011, the Board of Supervisors approved Contract #24-045-14 with Rubicon Programs Incorporated for the period from July 1, 2011 through June 30, 2012, for the provision of support services for Contra Costa County Health, Housing and Integrated Services Network (HHISN) clients.  
  
Approval of Contract Amendment Agreement #24-045-15 will allow the Contractor to provide additional services through June 30, 2012.   

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, there will not be sufficient funds to cover the additional services provided during the term of this Contract for County’s HHISN homeless program services.
