RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–334-5 with Seneca Residential and Day Treatment Center for Children, a non-profit corporation, in an amount not to exceed $2,500,000, to provide school-based mental health services for Seriously Emotionally Disturbed students, for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $1,250,000.

FISCAL IMPACT:

This Contract is funded 30% by Federal FFP Medi-Cal, 30% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), and 40% by Mt. Diablo Unified School District.

BACKGROUND:

This Contract meets the social needs of County’s population by providing school-based mental health services, including assessments; individual, group and family therapy; medication support; case management; outreach; and crisis intervention services for Seriously Emotionally Disturbed (SED) school aged children and their families.

On June 15, 2010, the Board of Supervisors approved Contract #74–334–3 (as amended by Amendment Agreement #74-334-4), with Seneca Residential and Day Treatment Center for Children (now known as Seneca Family of Agencies), for the period from July 1, 2010 through June 30, 2011, with an automatic extension through December 31, 2011, for the provision of school-based mental health services for SED students.

Approval of Contract #74 334-5 will replace the automatic extension under the prior contract and allows Contractor to continue providing services through June 30, 2012.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED children will not receive the services they need, possibly resulting in a higher level of care.

CHILDREN'S IMPACT STATEMENT:

This school-based program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
