RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #74-400-2 with Rainbow Community Center of Contra Costa County, a non-profit corporation, effective January 1, 2012, to amend Contract #74-400-1 to decrease the payment limit by $37,285, from $795,460 to a new payment limit of $758,181 and to increase the Automatic Extension by $1,358 from $377,733 to a new Automatic Extension payment limit of $379,091, with no change in the original term of August 1, 2011 through July 31, 2012, and no change in the automatic extension term through January 31, 2013.

FISCAL IMPACT:

This amendment is funded 3% by Federal Medi-Cal (FFP) and 97% Mental Health Services Act (MHSA). This amendment reflects a decrease in the total payment limit of the Contract.

BACKGROUND:

This Contract meets the social needs of County’s population by providing MHSA Innovations services including social supports for lesbian, gay, bi-sexual, transgender, queer, questioning, intersex, 2-spirit (LGBTQQI2-S).

On September 13, 2011, the Board of Supervisors approved Novation Contract #74-400-1 with Rainbow Community Center of Contra Costa County, for the period from August 1, 2011 through July 31, 2012, which included a six (6)-month automatic extension through January 31, 2013, for the provision of Mental Health Services Act Innovations services.

Approval of Contract Amendment Agreement #74-400-2 will allow the Contractor to provide an additional level of services and adjusts the Program Expenditures to include the Innovations 04 program (INN-04), through July 31, 2012.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, Contractor will not implement the INN-04 program and County’s clients will receive the service provided by this program.
