RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute an agreement amendment accepting funding from California Department of Education to revise the workplans for facility repairs to County childcare centers with no change to the amount of $250,000 or term July 1, 2009 through June 30, 2012.

FISCAL IMPACT:

$144,189 State funds
$105,811 Federal funds (CFDA # 93.713)

FISCAL IMPACT: (CONT'D)
No County match

State: CRPM 9013 / Amend 1
County: 39-859-2

BACKGROUND:

On November 3, 2009 the Department was notified by the California Department of Education of one-time funding available to the County for Child Development program facility renovations and repairs. The State has awarded $250,000 to be used during the budget period of July 1, 2009 through June 30, 2012 for facility renovations. The award included the approval of proposed renovations to fourteen child care centers throughout the County. The original budgets were projections; as the work continues more accurate budgets have been developed to reflect actual expenses. This amendment accepts the budget line item revisions for each childcare site project while the overall award of $250,000 remains the same.

Approval of this agreement will allow the Department to complete facility renovations at various County operated facilities.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not have funding to complete facility repairs at County childcare centers.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
