RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a grant in the amount of $3,500 from California State Library to provide eReaders to go: Delivering Library Services for Homebound Customers for the period March 1, 2012 through August 31, 2012.

FISCAL IMPACT:

$3,500 revenue; 100% State, No library fund match.

BACKGROUND:

The California State Library administers federal Library Services and Technology Act funds to libraries throughout the state. They support programs that match their goals for FY 2011/2012. This project provides responsive changes in library services, creates technology access for those who previously had none, and strengthens access and accessibility to a specific group in the community. This grant will enrich the lives of seniors in the community who are unable to get to the library. The devices purchased with grant funds will make it easier for people with accessibility problems to read, whether by enlarging text, being easier to hold and handle than hardcover books, or using audio functions to listen to recorded books.

CONSEQUENCE OF NEGATIVE ACTION:

Home-bound seniors in Far East Contra Costa County may not be able to fully utilize the services the library offers. If these seniors have any impairment that make reading too difficult to do physically, they are not then able to use the library’s collection. Providing them with a means to be able to read makes the library accessible to them.

CHILDREN'S IMPACT STATEMENT:

The pilot project will not directly affect children in the community. Once the project is completed and evaluated, though, children may see an impact. If successful, the library would like to expand this service to others in the community. This could include other adults, teens and/or children.
