RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21048 to reallocate the classification of Assistant Sheriff-Exempt (6XB2) on the salary schedule from salary level BS2 2309 ($10,539 - $10,802) to BS2 2411 ($11,658) and add three (3) Assistant Sheriff-Exempt (6XB2) positions, and cancel three (3) Commander-Exempt (6XD1) positions in the Sheriff's Department.

FISCAL IMPACT:

There is no fiscal impact associated with this request.  












BACKGROUND:

Currently the Office of the Sheriff has four (4) major Bureaus, each of which is headed by a Commander. The department has reviewed its current organizational structure in an ongoing effort to reduce expenditures for both the Sheriff’s Office and the County. To that end, the Sheriff developed an organizational realignment that “flattens” the management structure by condensing the four Bureaus down to three, each expanded in scope and command structure, headed by an Assistant Sheriff-Exempt position rather than a Commander-Exempt position. The responsibilities of the Assistant Sheriff –Exempt positions will increase beyond the current Commander position, as all of the duties and responsibilities of the fourth Commander position will be distributed among the Assistant Sheriff – Exempt, and the Undersheriff. The reorganization will be accomplished in two phases, the first of which is recommended today -- to create the Assistant Sheriff-Exempt positions and adjust the salary to match the current Commander salary. The second phase will require a salary review of the Assistant Sheriff-Exempt and Undersheriff-Exempt job classifications, which will soon be underway. Due to the proposed elimination of the fourth Bureau and Commander position, the completed reorganization is expected to result in an annual operating cost savings.   
  
  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this request will result in the inability to implement the necessary reorganization of the Office of the Sheriff.
