RECOMMENDATION(S):

Approve and authorize the Purchasing Agent, on behalf of the Health Services Department, to execute a Purchase Order with Nova Biomedical Corporation, in the amount of $350,000, for purchase of meters, connectivity hardware and software, test strips, reagents and supplies to perform Point of Care Glucose Tests at Contra Costa Regional Medical Center and Contra Costa Health Centers (CCRMC), for the period January 1, 2012 through December 31, 2017.

FISCAL IMPACT:

100% Enterprise Fund I.

BACKGROUND:

Point of Care Glucose testing is done on every unit at CCRMC and requires73 meters and a connectivity system so that results can be reported and quality control can be tracked by the laboratory. The laboratory is required to monitor all Point of Care Testing by the Centers for Medicare and Medicaid Services (CMS) Clinical Laboratory Improvements Amendments (CLIA), the Joint Commission and the State of California. This system replaces the current Life Scan System which will not be supported after March 2013. Nova Biomedical Corporation is a participating vendor in our “Novation” group purchasing organization and was chosen for multiple reasons including lowest bid prices.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase is not approved, CCRMC would not be able to perform patient testing without the requested supplies and reagents.

CHILDREN'S IMPACT STATEMENT:

Not applicable.
