RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to apply for and accept funding from Healthy and Active Before 5 collaborative, in an amount not to exceed $500, to draft a policy that, when providing drinks and snacks to children, at Community Service Bureau facilities, a healthy alternative is provided, for the term February 1, 2012 through December 31, 2012.

FISCAL IMPACT:

100% grant funded
No County match

FISCAL IMPACT: (CONT'D)
Healthy And Active Before 5 is a collaborate of several agencies, with the Contra Costa Childcare Council as the fiscal agent.

BACKGROUND:

The Department's Community Services Bureau seeks to submit a mini-grant application to Healthy and Active Before 5, a collaborative of youth serving organizations gathered in Contra Costa County. The purpose of the collaborative is to promote policies that impact the health of children and families. Among the four policy thrusts of this funding round, CSB has chosen to pursue Healthy Food and Beverage Policy. If awarded, the following policy will be drafted and implemented: All functions (meetings, events, activities, or celebration) which include children, at any directly operated CSB facilities, will not serve sugar sweetened beverages including juice or foods containing large amounts of sugar and/or solid fats. Instead CSB will provide or require healthy alternatives such as water, fresh fruit, and whole grain snacks.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the policy implementation may be delayed.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
