RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Sherman Quinlan), to execute, on behalf of the County, Grant Award Agreement #28-511-20 (EA21-10-58) from the California Department of Resources Recycling and Recovery (CalRecycle), to pay County an amount not to exceed $25,017, for the continuation of the Local Enforcement Agency (LEA) assistance funds for the Department's Environmental Health Division (Solid Waste Program), for the period July 1, 2010 through June 30, 2011.

FISCAL IMPACT:

Approval of this Agreement will result in an amount not to exceed $25,017 of funding for the Department's Solid Waste Program. No County funds are required.

BACKGROUND:

The California Department of Resources Recycling and Recovery (CalRecycle) accepted the County’s application as approved by the Board of Supervisors on June May 25, 2010 for the Local Enforcement Agency (LEA) Grant Program, for the period from July 1, 2010 through June 30, 2011.

Approval of this Grant Award Agreement #28-511-22 will all allow the County to use the funds solely for the support of the solid waste facilities permit and inspection programs, including personnel, training, equipment, supplies, and technical support, including agreeing to indemnify and hold harmless the Grantor from any claims arising out of the performance of this Grant Agreement.   

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not be able to carry out its solid waste facilities permit and inspection programs.
