RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to execute, on behalf of the County, Grant Award Agreement #28-787-3 with the Center for Human Development, to pay the County an amount not to exceed $103,000, for the continuation of the Public Health East County Environmental Justice Action Collaborative Project, for the period from November 1, 2009 through October 31, 2011.

FISCAL IMPACT:

Approval of this grant award agreement will result in an amount not to exceed $103,000 from Center for Human Development through the San Francisco Foundation, for the East County Environmental Justice Action Collaborative Project. No County funds required.

BACKGROUND:

Located along Contra Costa County’s industrial corridor and dissected by Highway 4, the low income, ethnically diverse Bay Point/Pittsburg community is exposed to a variety of toxic pollutants that potentially impact residents’ health. The East County Environmental Justice Action Collaborative Project builds on current efforts to establish an Environmental Justice Collaborative that will work to increase the ability of residents, Community Based Organizations and businesses to identify local environmental hazards and develop solutions to protect the community’s health. The goal of the project is to continue establishing an effective collaborative, including resident leaders, that will educate the broader community about local environmental hazards and develop and implement action plans to address community-identified toxic hazards, through October 31, 2011, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of this Contract.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not receive adequate funding for the East County Environmental Justice Action Collaborative Project.
