RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #4–387–2 with Seneca Residential and Day Treatment Center for Children, a non-profit corporation, in an amount not to exceed $125,958, to provide school-based mental health services to Seriously Emotionally Disturbed (SED) students, for the period from January 1, 2011 through June 30, 2011. This Contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $125,958.

FISCAL IMPACT:

This Contract is funded 30% by Federal FFP Medi-Cal, 17% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), 50% by West Contra Costa Unified School District, and 3% by County Mental Health Realignment. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing school-based mental health services, including assessments; individual, group and family therapy; medication support; case management; outreach; and crisis intervention services for SED school-aged children and their families.

On January 26, 2010, the Board of Supervisors approved Contract #74–387 (as amended by Contract Amendment Agreement #74–387–1) with Seneca Residential and Day Treatment Center for Children for the period from November 1, 2009 through June 30, 2010, with an automatic extension through December 31, 2010, for the provision of school-based mental health services to Seriously Emotionally Disturbed students at Kennedy High School in Richmond.  
  
Approval of Contract #74–387–2 allows the Contractor to continue providing services through June 30, 2011.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, there will be fewer school-based services in West Contra Costa County, which could result in higher levels of care for SED students.

CHILDREN'S IMPACT STATEMENT:

This school-based program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
