RECOMMENDATION(S):

ACKNOWLEDGE that the unincorporated northeast Antioch area represents an opportunity for economic development, and that realizing that potential will require resolving complex issues involving multiple agencies; ACKNOWLEDGE that a draft Work Program has been developed by City of Antioch and County staff, and includes the formation of a Subcommittee consisting of a Supervisor and a City Council member; DESIGNATE Supervisor, District V, to represent the County on the Subcommittee;
and DIRECT the County Administrator and the Director of Conservation and Development to provide staff support for the Subcommittee and Work Plan discussions.

FISCAL IMPACT:

Participation in the discussions has no short term fiscal impacts.

BACKGROUND:

The Northeast Antioch area (Attachment A) provides a unique opportunity to reposition an unincorporated area designated under the County General Plan as Heavy Industrial (HI) with direct waterfront and rail access for future development, but with significant vacant or underutilized parcels. The area also includes small pockets of residential use lacking in essential infrastructure including streets, drainage, and sanitary sewer.

Repositioning the area will require resolving and balancing a host of issues including:
• land use issues;
• infrastructure and municipal availability and financing issues;
• health and safety issues;
• fiscal impacts including revenue sharing; and
• annexation issues.

County and City staff have developed a Work Program for the Preparation of a Joint City/County Economic Development Strategy for the Northeast Antioch Area updated as of January 5, 2011 (the “Work Program” is included as Attachment B). This Work Program does not represent agreement; rather it is a framework for identifying, discussing, and possibly resolving differences of interest and approach. The Work Program is not intended to be exhaustive, but a starting point.

It is difficult to predict the time period that will be required. The Work Program is ambitious, and the issues complex. The Work Program identifies a best case timeline of 18-24 months. Intermittent reports to the Board of Supervisors would be provided.

CONSEQUENCE OF NEGATIVE ACTION:

The proposed joint planning process would not go forward. Opportunities for future economic development could be foregone.
