RECOMMENDATION(S):

ADOPT Resolution No. 2011/41 to APPROVE and AUTHORIZE the Public Works Director, or designee, to submit a 2011/2012 Transportation Development Act (TDA) Grant Applications to the Metropolitan Transportation Commission in the total amount of $342,000 for Fiscal Year 2011/2012 for the Clyde Pedestrian Path, North Richmond Railroad Pedestrian Crossing, and the Willow Pass Road Sidewalk Gap Closure projects.

FISCAL IMPACT:

There is no fiscal impact to the general fund. Funding for each proposed project is as follows:


Clyde Pedestrian-Bicycle Path, Clyde

FISCAL IMPACT: (CONT'D)

North Richmond Railroad Pedestrian Crossings, North Richmond – This project is funded primarily through a grant from the California Public Utilities Commission (CPUC). Funding is anticipated to break down as follows:
1. TDA Grant $92,000
2. Section 130 CPUC $302,000
3. Local Funds $30,000

Willow Pass Road Sidewalk Gap Closure Project, Bay Point
1. TDA Grant $140,000
2. Proposition 1B $400,000

BACKGROUND:

Applying for and obtaining grants allows the County to construct more improvements than would be possible without obtaining these grants.

The projects listed above were submitted to the Countywide Bicycle Advisory Committee (CBAC) for their review and comments. The following is a brief description of the projects:

The three candidate projects for TDA grants include the Clyde Pedestrian Path, North Richmond Railroad Pedestrian project, and Willow Pass Road Sidewalk Gap Closure project, which are briefly described below.

The Clyde Pedestrian Path project will construct a pedestrian-bicycle path parallel to Port Chicago Highway and Norman Avenue from Sussex Street to Warwick Street within the former Union Pacific Railroad right of way. The path is approximately 0.5 miles in length and will be an 8-foot wide asphalt path with 2-foot wide graded shoulders on both sides. The path will be accessible and have intermediate access points from Norman Avenue. The sidewalk on Sussex Street will be extended to connect to the path and accessible curb ramps will be installed.

The North Richmond Railroad Pedestrian project will provide pedestrian crossings at two locations along the Union Pacific Railroad line through North Richmond: Market Avenue and Chesley Avenue. The proposed pedestrian facilities will be constructed within the existing right-of-way and will include new accessible sidewalks to guide pedestrians across the railroad tracks and curbs will be installed in front of warning devices to protect drivers from the devices.

The Willow Pass Road Sidewalk Gap Closure project will construct a total of approximately 700 linear feet of sidewalk, four curb ramps, four driveway conforms, remove and replace an existing traffic signal pole, and minor drainage improvements. The proposed sidewalk is located on the North side of Willow Pass Road from approximately 350 feet east of Clearland Drive Bailey Road. Sidewalks will be installed fronting properties on APN# 098-240-021, 098-270-011, and 098-270-010. A total of four driveway conforms and four curb ramps will be constructed to accommodate ADA access along this segment. Additionally, these driveways will allow vehicle access to the fronting properties with controlled ingress/egress which will be clearly defined to avoid potential conflicts with pedestrians. The traffic signal pole located at the northwest corner of Willow Pass Road and Bailey Road intersection will be relocated to provide the required width of travel to meet ADA standards.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the submittal of these applications will eliminate a potential funding source.
