RECOMMENDATION(S):

1. OPEN the public hearing to consider the transfer of Cardroom License No. 6, RECEIVE testimony, and CLOSE the hearing.  
  

2. APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to transfer Cardroom License No. 6, for the Cardroom known as "California Grand Casino" located at 5988 Pacheco Blvd., Pacheco, from Mr. Lamar V. Wilkinson, as sole proprietor, to California Grand Casino, a California Corporation, a corporation wholly owned by Mr. Lamar V. Wilkinson, effective February 1, 2011, as recommended by the Sheriff-Coroner.  

FISCAL IMPACT:

$1,500.00; $1,000.00 license transfer fee plus $500.00 application fee. 100% revenue.


BACKGROUND:

In accordance with Contra Costa County Code Section 52-3.323, Mr. Lamar V. Wilkinson submitted an application for the transfer of Cardroom License Number 6, for the Cardroom known as "California Grand Casino," located at 5988 Pacheco Blvd, Pacheco. The transfer is from Mr. Lamar V. Wilkinson, its sole proprietor, to California Grand Casino, a California Corporation, a corporation wholly owned by Mr. Lamar V. Wilkinson. The transfer will be effective February 1, 2011.   
  
Mr. Wilkinson, the licensee since March 15, 1980, owns 100% of the outstanding stock of the corporation and serves as its sole officer and director. Through the corporation, Mr. Wilkinson will continue to exercise ownership, operation, and control of the casino following the transfer.  
  
The Office of the Sheriff has processed the application, conducted an appropriate background investigation of the applicant, and posted Public Notice of the Hearing on the application. The Sheriff recommends that the Board authorize the transfer of the license.  
  

CONSEQUENCE OF NEGATIVE ACTION:

Negative action would result in delay of license transfer.

CHILDREN'S IMPACT STATEMENT:

No impact.
