RECOMMENDATION(S):

ACCEPT Annual Report to the Transportation Water and Infrastructure Committee for 2010 and APPROVE 2011 Referals (see Exhibit A), as recommended by the Committee.

FISCAL IMPACT:

Staff support for the committee typically is about $25,000 annually, consisting of staff time to attend meetings, prepare agendas and supporting documentation, and coordinate information needs beteen the Committee and appropriate County departments.   

BACKGROUND:

The Transportation Water and Infrastructure Committee is a standing committee of the Board of Supervisors.  
  




BACKGROUND: (CONT'D)
On January 12, 2010, the Board of Supervisors referred the items described in Exhibit B to the Committee for 2010. The second column describes the actions taken by the Committee during calendar year 2010.  
  
On December 20, 2010, the Committee recommended that the referrals for 2011 be based on the 2010 referrals, with the following changes: a) combine items 4 and 12 relating to Contra Costa Water District projects and activities; b) combine items 5 through 9 relating to water supply, flood control, draining, dredging, and other projects; c) revise item 13 to refer to a "Report to the Committee from the Public Works Director on the status of park issues and a schedule for providing the Committee with a report on funding county park maintenance issues;" and, d) delete items 24 and 25 relating to airport issues and a potential community facilities district for county-wide street lighting.  
  
The Committee's recommendations are shown in Exhibit A using the "track changes" function, so the Board can see how the proposed referrals have changed from 2010.

CONSEQUENCE OF NEGATIVE ACTION:

The Committee will not have items to consider until the Board of Supervisors makes a referral.

CHILDREN'S IMPACT STATEMENT:

Several items would affect the health and safety of all residents in the County, including children, but are not directly related to improving children's welfare.
