RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue Request for Proposal (RFP) #1121 for the Family and Children's Trust (FACT) Committee for prevention and intervention services to abused and neglected children or children at risk of abuse and neglect and their families in an amount not to exceed $550,000 for the period July 1, 2011 through June 30, 2012.

FISCAL IMPACT:

$550,000 No County cost. Funding is 100% from the Child Abuse Prevention, Intervention and Treatment (CAPIT) funds, Community Based Family Resource funds, Birth Certificate Funds (AB 2994) and donations to the Family and Children's Trust Fund.

BACKGROUND:

    The FACT Committee has developed a Request for Proposal (RFP) following an extensive needs assessment process. The process included a web-based surveys to service providers and consumers, meetings with key stakeholders, and a review of current needs assessment data and literature. The service strategies for the use of FACT funds for the fiscal year 2011 through 2012, which emerged from the needs assessment being solicited through RFP #1121 include:   

    All programs must support culturally and linguistically appropriate and competent services.

    1. Parenting education services including information and referral support services to address the complex issues of the family and its individual members, especially for distressed families/children including families involved with or at risk of becoming involved with child welfare.
    2. Supportive services for pregnant and parenting teens, provided on-site or in-home and in coordination with the schools at which the teens are enrolled, that include child care, parenting and life skills education, mentoring/ tutoring, etc., to encourage continued school enrollment, understanding of child development, and the adoption of positive parenting practices.
    3. Evidenced-based or evidence informed violence prevention and early intervention services that focus on one or more of the following: a) support groups and/or support activities, b) violence prevention/awareness programs or services including, but not limited to afterschool programs to address issues such as, but not limited to bullying, internet usage, personal interactions; c) prevention and early intervention family violence services including domestic violence and child abuse services; and or, d) prevention and early intervention gang violence services.
      
      
    The period of funding for the resulting contracts will be July1, 2011 through June 30 2012 with the option for a one-year renewal, pending availability of funds and the provision of quality services with successful outcomes as determined by the FACT Committee's on-going monitoring and evaluation of the programs.

    CONSEQUENCE OF NEGATIVE ACTION:

    Without authorization for the release of funding, prevention and intervention services to abused and neglected children or children at risk of abuse and neglect could not be provided with FACT funds eliminating program supported by those dollars.

    CHILDREN'S IMPACT STATEMENT:

    The contracts resulting from the RFP will support all of the community outcomes established in the Children's Report Card, 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing"; and, "Communities that Safe and Provide a High Quality of Life for Children and Families" by reducing the occurrence of child abuse and neglect, and providing support services and guidance to strengthen the family unit.
