RECOMMENDATION(S):

  1. ACKNOWLEDGE that in 2008 the Capital Facilities Committee (the Committee) received reports concerning the capital facilities needs of various County departments, including Health Services, Employment and Human Services, Conservation and Development and the County Library.

  2. ACKNOWLEDGE that in 2008 the Committee received reports from the County Administrator’s Office and the General Services Department concerning the condition of the County’s facilities and prioritizing the County’s capital needs.

  3. ACCEPT that future reports concerning developments related to major capital needs, including the East County Government Center, the Richmond Health Center, the Public Safety Command Center and the relocation of the Department of Conservation and Development, will be provided to the Finance Committee.

    BACKGROUND:

    In 2008 the Capital Facilities Committee received reports and made recommendations to the Board of Supervisors concerning issues related to capital facilities planning and County capital projects with an estimated cost in excess of $1 million. During 2008, the Capital Facilities Committee received reports on the following topics:  
      
    1. The East County Government Center  
    2. Site Selection for the Conservation and Development Building  
    3. Update on Employment and Human Services Capital Projects  
    4. Inspection of Detention Facilities in Contra Costa County  
    5. Library Capital Projects  
    6. Health Services Capital Projects  
    7. Condition of County Facilities  
    8. Prioritization of County Capital Needs  
    9. Active Capital Projects  
    10. Merging the Capital Facilities and Finance Committees  
      
    On January 6, 2009, the Board of Supervisors merged the Capital Facilities Committee and the Finance Committee. Future reports concerning capital facilities planning and projects will be presented to the Finance Committee.
