RECOMMENDATION(S):

As the Board of Supervisors, APPROVE AND AUTHORIZE the Public Works Director, or designee, to execute a Project Agreement and Work Program, in an amount not to exceed $185,000, with the Contra Costa County Redevelopment Agency, for Public Works to provide services related to the North Richmond Truck Route Project – Soto Street Extension Precise Alignment Study, for the period of January 1, 2009 to December 31, 2009.   
  

As the Governing Board of the Contra Costa County Redevelopment Agency, APPROVE AND AUTHORIZE the Redevelopment Director to execute a Project Agreement and Work Program, in an amount not to exceed $185,000, with Contra Costa County for the North Richmond Truck Route Project – Soto Street Extension Precise Alignment Study, for the period of January 1, 2009 to December 31, 2009.   



FISCAL IMPACT:

No impact on the General Fund. All funds are from North Richmond Redevelopment Project Area budgeted for this purpose.

BACKGROUND:

In 2007, the Redevelopment Agency completed a preliminary North Richmond Truck Route Study. The Study used a community planning process to identify and assess alternative routes to remove Big Rig trucks from the North Richmond community. The planning process produced a “Preferred Alternative Report” for a route which will be parallel the Union Pacific Railroad tracks north from Market St. in North Richmond. This will be accomplished by extending a short dead-end street called Soto Street northward (across Wildcat and San Pablo Creeks) to connect with Parr Boulevard. The next phase of the project involves Public Works assistance to study the preliminary design/engineering, environmental clearances (CEQA & NEPA), right-of-way mapping, precise alignment layout, and topography. The estimated cost of this scope is $185,000 and will result in a Final Report for completing the Precise Alignment for the Soto Street Extension. This Truck Route project also enhances the viability of the recently initiated North Richmond Specific Plan program which proposes the transformation of over 200 acres of underutilized land into parks, open space, residential housing, and commercial/retail uses.
