RECOMMENDATION(S):

ADOPT Resolution No. 2009/41 approving and authorizing the Public Works Director, or designee, to submit a 2009/2010 Transportation Development Act Grant Application to the Metropolitan Transportation Commission in the total amount of $458,000 for Fiscal Year 2009/2010 for the Market Avenue sidewalk, Driftwood Drive bike lanes, and Viera Avenue bike lane projects, Countywide. (All Districts) (Project No. 0676-6P1025)

FISCAL IMPACT:

No financial impact to the General Fund.

BACKGROUND:

Applying for and obtaining grants allows the County to construct more improvements than would be possible without obtaining these grants.  
  





BACKGROUND: (CONT'D)
The projects listed below were submitted to the Countywide Bicycle Advisory Committee (CBAC) for their review and comments. The following is a brief description of each of the projects:  
  
Market Avenue Sidewalk Improvements: The purpose of the project is to improve pedestrian facilities along Market Avenue between 7th Street and Soto Street in North Richmond. This would fill the gap in the sidewalk on the north side of Market Avenue between the existing sidewalk and the future pedestrian rail crossing funded by the California Public Utilities Commission (CPUC). Improvements include concrete sidewalk, curb and gutter, concrete driveways, accessible curb ramps, and a new drainage inlet.  
  
The Viera Avenue bike lanes project will provide bike lanes along Viera Avenue from 18th Street to Wilbur Avenue in the unincorporated Antioch area, and will facilitate and encourage the use of Bicycles along this corridor. The project consists of widening Viera Avenue to 32 feet, slurry sealing the existing pavement, installing a minor storm drain, striping the pavement for bicycle lanes, and installing roadside signs. The section to be widened is approximately 2,600 feet long.  
  
The Driftwood Drive bike lanes project will include striping new five-foot bike lanes along both sides of the 4,300-foot length of Driftwood Drive between Evora Road and Pacifica Avenue in Bay Point, and replacing approximately 24 Type "A" drainage grates with bicycle-proof grates per Caltrans Standard Plan D77B.  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the submittal of this application will eliminate a potential funding source.
