RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Larry Walker Associates, Incorporated, effective December 1, 2022, to extend the term through March 31, 2024, for on-call stormwater consulting services, with no change to the payment limit, Countywide.

FISCAL IMPACT:

There is no fiscal impact with this action, as it is only to extend the term of the contract. This project, including the contract, is funded by 100% Stormwater Utility Assessment Funds.

BACKGROUND:

The County Watershed Program (CWP) is responsible for implementing measures to reduce trash/litter and other pollutants of concern found in local waterways in unincorporated Contra Costa County. As such, CWP requires routine and on-call assistance with coordination and support for implementing the trash control measures under the C.10, Trash Load Reduction provision, in order to comply with the Municipal Regional Stormwater NPDES (National Pollutant Discharge Elimination System) Permit (MRP) from the California Regional Water Quality Control Board, San Francisco Bay Region (Water Board).

CONSEQUENCE OF NEGATIVE ACTION:

Without the approval of this contract by the Board of Supervisors, Contra Costa County will be out of compliance with the MRP from the Water Board.
