1. Roll Call
  Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretration, and then conducted roll call. For voting purposes, At-Large Alternates Diana Honig, Genoveva Calloway, and Lindy Lavender replaced absent At-Large members. There were approximately 33 participants.
             
2. Staff recommends MXCAB receive the Record of Action for the October 6, 2021 meeting.
  The record of action was accepted with a correction to the spelling of Diana Honig's name.

3. DISCUSS the Measure X funding allocations made by Board of Supervisors on November 16, 2021, and the process used by the county to develop the allocations proposal (Mariana Moore, Chair)
 
  Chair Moore reported to the MXCAB the process used for Measure X funding recommendations made to the full Board of Supervisors on November 16, 2021.  Several MXCAB members made comments and asked questions regarding what funding was still available to the Board for distribution.  Public comments were asked for and received by two individuals.
             
4. DISCUSS discussion and outcomes from December 6, 2021, Finance Committee meeting (Mariana Moore, Chair)
  Chair Moore pointed out that this agenda item was covered during the previous item's discussion.  There were no additional comments from the MXCAB nor the public.
             
5. DISCUSS possible recommendations from MXCAB to the Board of Supervisors regarding aligning MXCAB and Board of Supervisors roles, expectations, and processes going forward (Mariana Moore, Chair)
  Chair Moore introduced the topic.  Several MXCAB members discussed how they felt about the Board of Supervisors' actions on November 16.  Members of the public spoke as well.  Chair Moore made a motion to send a written letter to the Board of Supervisors regarding the MXCAB's position on the topic.  The motion was seconded by District II Appointee, Jim Cervantes.  There was discussion on the topic including public comment.  The Motion passed 12-0.
             
6. DISCUSS process and timeline for working with consultant to create 2021 Community Needs Assessment written report (Mariana Moore, Chair)
  Chair Moore introduced the topic and asked staff what action had been taken.  Staff reported that the allocation was approved by the Board of Supervisors on November 16, and that no other action had been taken.  MXCAB members made comments regarding process and supported the idea of using the next MXCAB meeting to further discuss this topic.  There were no comments from the public.
             
7. DISCUSS process and timeline for evaluating outcomes and impacts of Measure X funding allocations (Mariana Moore, Chair)
  Chair Moore introduced the topic.  There were no comments from the public.
             
8. Receive public comments.
  There were no public comments for items not on the agenda.  The attached written public comment was received after the agenda was published.

9. Adjourn
  The meeting adjourned at approximately 5:40 PM.
