RECOMMENDATION(S):

ACKNOWLEDGE the Board's intent to annex the East Contra Costa Fire Protection District into the Contra Costa County Fire Protection District (CCCFPD); and APPROVE and AUTHORIZE the Chief of Labor Relations to begin discussions with CCCFPD affected labor groups regarding potential labor impacts of the proposed annexation.

FISCAL IMPACT:

All fiscal impacts of the proposed annexation will be absorbed by the Contra Costa County Fire Protection District's general fund.

BACKGROUND:

The Governing Boards of the Contra Costa County Fire Protection District (CCCFPD) and the East Contra Costa Fire Protection District (ECCFPD) have approved the annexation of the latter agency into the CCCFPD. An application has been submitted to the Contra Costa Local Agency Formation Commission. One of the potential impacts of the proposed annexation is to labor. The majority of potentially impacted positions are fire suppression positions represented by Local 1230, with corresponding classifications in the CCCFPD, which can be easily transferred to the ECCFPD. The CCCFPD will allow employees to retain

their original employment dates and apply existing transfer rules. There are however classifications in the ECCFPD that do not exist in the CCCFPD. The CCCFPD will also grant employees in these classifications the benefit of retaining their ECCFPD employment dates upon hiring into the CCCFPD.  
  
The Chief of Labor Relations may begin discussion of the potential labor impacts of the proposed annexation with bargaining groups representing employees in affected classifications.  

CONSEQUENCE OF NEGATIVE ACTION:

Potentially impacted employees will have less time to consider their individual wage and benefit impacts prior to the annexation.
